(AGI) – Rome, Aug. 16 . – You can ‘buy the tobacconist or portal INPS: the “good job” or voucher – says the study center of the CNA – and’ a means to “buy” a help for small jobs, they access both the private As businesses. The voucher enters the Italian legislation with the Biagi Reform (named after the promoter, the labor law expert Mark, killed by the Red Brigades), how ‘universally known law 30 of 14 February 2003, launched by Labour Minister Roberto Maroni and Maurizio Sacconi undersecretary in charge of the dossier. The purpose was to regulate the work accessory (ie occasional performances not related to employment contracts as carried out on a random basis) and to protect the relationship unregulated. A profound innovation to the Biagi Law comes nine years after his birth with the reform of the then Labour Minister Elsa Fornero. From 18 July 2012, when it enters into force the Law 92 of June 28, 2012, and ‘can use the vouchers in all areas of activity’ and for all categories of providers, except for agricultural labor, governed independently. Finally, the legislative decree 81 of 15 June, known as the Jobs Act, raised the annual limit of remuneration for services, increased the categories of “providers” and imposed the purchase of the voucher electronically. The voucher that the employer, or an individual citizen, buy a 10 euro – said the study center CNA – has a net value, for the worker, from 7.5 euro. The remaining 25 percent goes to the 13 per cent contribution to the separate management of INPS, Inail to 7 percent and 5 percent always INPS, but in compensation for the management of the service. The value of “good work” is the minimum compensation of one hour performance (except in agriculture, where the calculation is made on employment contracts) and guarantees the social security coverage with INPS and umbrella insurance against Accident with Inail. The “providers” that can access the work accessory are: retired; students (young people under 25 enrolled in a course of study) during the Christmas holidays, Easter, Summer; off workers and the unemployed; part time workers; foreigners in possession of residence permits that would allow for activities’ work and study. And, thanks to the Jobs Act, also full-time employees.
The Jobs Act also led to 7 thousand euro net of withholding the annual limit of remuneration for services, leaving unchanged at EUR 2 thousand roof of the single customer, contractor or freelancer, compared with the same lender. (AGI).
