ROME
Between May and June the unemployed continue to grow (+ 55 thousand), the decrease in employment (-22mila) and inactive (- 131 thousand). Compared to twelve months earlier, the employment rate in June remained unchanged (55.8%), unemployment increased by 0.3 percentage points (12.7%), reaching among young record of 44.2% ever recorded since the beginning of the series, however, disputed records with the rate of inactive people between 15 and 24 years who also travels to the highest levels (74%), despite the rest of the people in the inactivity rate is down slightly (- 0.2 points) to 35.9%.
The labor market does not start. The observatory Istat continues to post monthly fluctuations of a few decimal for the employed – in April had increased by 0.6% in May fell by 0.3% and in June continued to contract by a further 0.1% – while in April -June closed with a slight +0.1 (compared to the first quarter of 2015). The same ups and downs as the rate of unemployment after the drop in April (-0.2 percentage points) and the stationary trend in May, in June grew by 0.2 percentage points from the previous month, reaching 12.7% (highest percentage of 2015). Compared to the first quarter, April to June showed an increase of 0.1% in the unemployment rate, compared with a decline in the rate of inactivity of 0.2 points. The two indicators run in parallel. In comparison with June 2014, the number of unemployed in June rose by 85 thousand units, while the inactive decreased by 131 thousand. Istat noted that “the increase in the number of unemployed in the last 12 months was associated with participation in the labor market, as witnessed by the reduction in the number of inactive people.”
“The employment data continues to have positive and negative aspects – said the Prime Minister Matteo Renzi – extraordinary in April, was negative both in May and in June, that does not affect the plus sign but it shows that c ‘it is still much to do. ” For Renzi it is “understandable because employment is the last thing again after a period of crisis.”
The decline in employment in June penalizes especially the young: the employed between 15 and 24 fell by 2.5% compared to May (-22mila), the number of young unemployed increased on a monthly basis 5.2% (34 thousand). The proportion of the total unemployed youth of the same age group is 11.5%, considering the inactive (it is assumed that most studies): just over one in ten is unemployed. While the unemployment rate is taken as the reference audience of active young people (those seeking employment than the labor force) and, as mentioned, he has reached the peak of 44.2%.
For the Labor Minister, Giuliano Poletti, “the data is subject to the fluctuations that characterize a stage when the economic recovery begins to manifest itself.” It acts in a “process of change in the quality and composition of employment” for Poletti which cited data communications mandatory, that contracts of indefinite duration in the first half accounted for 21.9% of activations (16.1% in 2014), at the expense of other types of contracts. Serena Sorrentino (CGIL) emphasizes the “proportional link between the inactive and unemployed,” urging the government to “radically change the Jobs Act and enact real active policies, a damping system that meets the needs of the labor market, and a plan that creates new employment. ” For the leader of the CISL, Annamaria Furlan, Istat “demonstrates what months we denounce: the jobs are not created with the rules of the labor market, which can create more stability, to the millions of unemployed need a real program for growth with quality investments. ” For Guglielmo Loy (UIL), “the trend of decline in employment from April to June, and the consequent rise in unemployment, especially among the youth, does not coincide with the aims of some tools developed by the government.”
