ISEE reform was initiated in late 2011 (in the famous saving decree-Italy) with the aim of making the most selective access to social benefits, or flush out “smart” that access to a free nursery or pay a fee university reduced while being anything but poor.
Three years after the new indicator of equivalent economic situation has finally entered into force, but despite the long preparation phase there are difficulties of application, according to when reporting Caf.
