The local taxes are not declining, and in the last two years their growth has become exponential particularly IMU and Tasi so for second homes.

Seven billion local taxes more in two years
the Italian citizens are under increasing pressure from the fiscal point of view partly as a result of fiscal taxes (+ € 7 billion between 2013 and 2015).
a highlight bloodletting they face Italian families is the UIL territorial Policy Service that detected , in detail, how, in absolute values, including regional and municipal surtaxes in 2015 the collection has been more than 49 billion euro compared to 42 billion in 2013 while in 2014 the collection was 46.5 billion.
a systematically hit the Italian portfolio are especially IMU and Tasi for different properties from the first house with a yield which increased by 8.4% compared to 2013 (1.5 billion euro).
as for the data relating to individual cities Roma tops the ranking for high local tax burden, with an average payment in 2015 of EUR 2,726 per capita, followed by Naples (2,576 euro) and turin (2,458 euro).
