The annuities of parliamentarians, or the annuity granted to deputies and senators at the end of the parliamentary mandate, is about double what they paid. A real bonanza that passes from generation to generation, to wives, husbands, sons and brothers who live for decades with the check of the deceased. An income that comes from a minimum contribution, by one term or even by a single day in Parliament. An emblematic case is that of the deputy Luca Boneschi Radicals who had spent twenty-four hours in the House in February 1982 has had a pension for life.
The INPS has calculated that a parliamentary annuity if it were calculated using the contribution method, now in force for all other workers, would be reduced by 40%. The minimum allowance would rise from EUR 26 379 to EUR 2,487, while the average would drop from 56,830 euro to 33,568 euro. The cuts would affect 96% of the cases.
In other words, “the annuities of parliamentarians are almost double what would be warranted in the light of the contributions made” said the president of INPS, Tito Boeri, a hearing in the Constitutional Affairs Committee of the Chamber.
Today there are about 2,600 annuities in payment for elective office in the House or the Senate, for an estimated cost of about 190 million euro. And it is “an underestimate” stated Boers because they were excluding any years of service at the European Parliament or by the Regional Councils. In short, is just the tip of the iceberg.
Bringing the parliamentary performance to normal spending would drop to 118 million, with savings, then, of about 76 million euro per year (760 million in the next 10 years). Applying the contribution system for recalculation of all the elected positions, it would represent a saving of about one billion and 457 million on the first 10 years (more than 100 million per year). The mechanism should be applied not only to parliamentarians but also to the regional directors. The savings notes Boeri, would be “measures not only symbolic, but can significantly contribute to the reduction of public expenditure or to finance social programs.” The trend of expenditure for annuities in relation to contributions made from 1965 to present, in 2016, prices showed that “the expenditure has been in the last 40 years more and more high of contributions. ‘
The President recalled that normally go system, in which the contributions pay pensions in place, initially feeds huge surpluses because there are many more taxpayers earners annuities. “In the case of deputies and senators, however, the deficit has been substantial since 1978, back when the recipients of annuities were just over 500.”
The performance of the system was “more than predictable. Yet it was considered for many legislatures not to intervene, “says Boeri. “Even these have become even more generous treatment.” By comparison with the various special management “in no case, says Boeri,” the gap is so pronounced as in the case of annuities of parliamentarians “.
The INPS has formulated, in June 2015, proposals for pension reform which involved a review of the institute annuities in parallel to work on about 350,000 treatments in place of retired people who do not come from elective careers. But against these proposals it was immediately deployed the Association of Former Members who raised the issue of anti constitutionality of any recalculation.
But let’s see these gold checks. Luciano Violante receives an annuity of 9,363 euro per month, Giuliano Amato comes to EUR 31 411 per month, Nichi Vendola golden age pensioner 57 years receives from the Puglia region with a check for 5,618 Euros. Walter Veltroni every month collects 5,373, Massimo D’Alema just 90 Euros less than its historic rival. Marco Pannella takes home an enviable pension from 5,691 € per month. With 35 years of contributions and for the first time outside Parliament, after the decline of his parable in the center, perceives the annuity also the former House Gianfranco Fini (5.614 EUR). Then Prodi (2864), Rodotà (4684) and Franco Marini (5800). Also Irene Pivetti has gained a large following of annuity during which his 9-year parliamentary term, he also occupied the position of Chairman of the Chamber. Since 2013 or since he was only 50 years old, he perceives 6,203 euro per month. Alfonso Pecoraro Scanio , MP from 1992 to 2008, receiving 8,836 euro a month since he was 49 years old. A Vittorio Sgarbi for staying in office for four legislatures receives 8,455 euro. But there is little to be indignant: it is written in the Rules. Giancarlo Abete is since 1992 that does not take up parliamentary seats, but since he was 42 years receive € 6,590 monthly. Rosa Russo Iervolino , Member of Parliament for over 20 years and several times minister, monthly receives his check for about 5400 Euros net. The figure also contributes to the accumulation acquired as Mayor of Naples from 2001 to 2011. Retired at 41 years and with a check for 8,455 Euros, you can. This is the case of Claudia Lombardo , defined annuity Miss Gold. Elected for the first time in the Regional Council of Sardinia when she was 21 and became president in 2009 with a meteoric career. Domenico Gramazio , passed in parliamentary history for having celebrated the fall of Prodi in 2008, in the Senate eating a slice of mortadella, receives 10,877 euro. Gianni De Michelis , receives € 5,800 net per month.
