Everything stems from the fact that the 2016 Stability Law introduced several changes regarding property taxes, eliminating the TASI on the first house but also by prohibiting municipalities the increase in rates of the two taxes, which is why the taxpayers will pay the first installment 2016 using the same rates in 2015, but not without a doubt outstanding in the field of increase.

0.08% more than had been granted to municipalities for 2014 and 2015, with the aim of allowing the financing facilities on the first house, was actually extended in 2016 but providing for the obligation to a specific resolution. We continue with the example of Milan taxpayer who resides in a municipality without a new resolution regarding the increase of 0.08%: it can pay the deposit at the rates in December 2015 and pay the balance in accordance with any new resolutions. In the event that the City does not emit in time a new resolution with extension of the increase, the balance of December will be lower. The increase, remember, it is equal to 0.08% and municipalities have applied or the first house, the other properties or they can have it distributed between the two types (0.04% first home, 0.04% other real estate) . According to the Stability Law, municipalities have time to approve the resolutions up to October 14th .
