Renzi’s back on the family quotient – Corriere della Sera

“The Vat increase is averted, but the important point is not this, is to intervene on the family quotient. We are working on it: in the budget law, there will be a first signal, and in 2018 there will be a total action”. The premier, Matteo Renzi, reopen the "saga" of the family quotient, the mechanism which provides for a reduction in taxes to increase the number of members of the household. With the "quotient" system, already applied in France, the taxes you would pay on the whole of the income produced by the family, and not as happens today in Italy with the personal income Tax, on an individual basis.

In Italy if I speak since 2009, when it became one of the horses of battle of Silvio Berlusconi, which, however, is never able to apply the quotient to the very high cost that would represent to the public finance, given the lower tax revenues. Also Matteo Renzi has always been a strong supporter, and apparently the premier has no intention to revive the project, aiming at the gradual introduction. Something, “a signal” as says Renzi, therefore, could tick off already in the next budget law, even if the resources for 2017 are very limited. And it’s probably not a coincidence that yesterday have spread rumors to the press that reported an unidentified "bonus" for families with more than two dependent children, limited to those bands with the income Isee lower, but not below the poverty line, with a budget for the 2017 400 million.

this "bonus", however, does not know anything about the technical of the ministry of Welfare that, in view of the maneuver of the next week, continue to work on the strengthening of the Support for the Active Inclusion for families below the poverty threshold, trying to raise the budget to over a billion planned for next year (in 2016 are 750 million, but the minister Poletti points to a property regime of 2 billion). For the poorer families did not have enough resources, while the "bonus" children stanzierebbe 400 million for those over the poverty threshold, even if in economic difficulty. All will become clearer next week with the presentation of the manoeuvre, the wait between Friday and Saturday. On Tuesday evening the minister of the Economy will be in Parliament to clarify the last doubts about the manoeuvre and its impact on growth.
