– The block of contracts and salaries for employees of the Public administration is illegitimate , but not for the past . This was decided by the Constitutional Court. The block had been inserted in 2009 between the measures for the recovery of cont . If the judgment avvesse had a retroactive, it would cost at least 35 billion to the state coffers . The unions exult: “Now the government has no more excuses. Open immediately the negotiation and renewals contracts .”

An appeal against the block of contracts , which covers more than 3 million workers , was presented by the union Confsal-Unsa . The judges of the consultation have taken the view Advocacy of the State that Article 81 of the Constitution provides that the objective of a balanced budget and “ensures the balance between revenue and expenditure of the budget, taking into account the phases adverse and favorable phases of the cycle . “

If the appeal had been accepted in toto would entail an outlay for the State of 35 billion for the years between 2010 and 2015 , with a structural effect of 13 billion per year from 2016 . The consultation has defused a time bomb for public accounts, just few days after the ruling on the illegality of the stop to the equalization of pensions.
