Increase employment contracts, but hinder the stable hiring – The Republic

MILAN – The INPS data confirm the trend that emerged in early 2016: the reduction in contributions earmarked for new permanent contracts has slowed the pace of stable employment, the year before he reserved the best conditions (remission increased from 8 thousand to 3,250 euro with duration increased from three to two years). More assumptions laid off. the Observatory data on precarious INPS (which relate to the activated contracts or terminated on the basis of corporate communications) relative to January June 2016 confirm this. “In the first half of 2016, in the private sector, there is a balance between new hires and terminations amounted to +516,000, lower than in the corresponding period of 2015 (+628,000) and higher than that in the first six months of 2014 (+423,000), “says the institute. “On an annual basis, the balance measures the change in trend of job positions. The annualized balance (ie the difference between new hires and terminations in the last twelve months) in June 2016 was positive (+ 505,000). For contracts of indefinite duration, the annualized balance at June 2016 amounted to +582,000. “

But slow stable contracts. INPS continues revealing the slowdown mentioned above: “Overall, the assumptions, all of which relate only to private employers, in January-June 2016 were 2,572,000, a decrease of 302,000 units compared to the same period of 2015 (- 10.5%). This slowdown has involved only permanent contracts : -326 000, equal to -33.4% in the first half of 2015. the decline is attributable to the sharp increase in recruitment indefinitely recorded in 2015, the year in which such recruitment were eligible full abatement of social security contributions payable by the employer for a period of three years. Similar considerations can be developed in relation to the reduction of the flow of transformations indefinitely (-37.0%). “It gets worse too much the balance between new hires and terminations: in the first half of 2016 were signed 845,392 contracts of indefinite duration (including the transformation of completed reports and apprenticeship) and terminations of permanent were 770,890 with a positive balance of 74,502 units contracts. the figure is worse by 84% compared to the positive balance of 468,186 stable contracts in the first six months of 2015.

Between January and June this year were started 252,000 subsidized labor relations to the new conditions, less than a third of all open-ended contracts against an incidence of 60.9% in 2015.
