The goal is to support the incapienti : those citizens who earn so little to not even pay taxes. If you choose to limit the range of beneficiaries to employees and retirees (not self-employed), the bonus would rise to about 29 € per month . Finally, if that bonus was given only to the employees, this share would amount to 415 euro in the period from May to December 2015: 52 € net per month.
The second idea is to support and increase the floor-poor . This plan is already there, but it only works in the South and in 12 metropolitan cities. With the “treasure” of 1.6 billion aid guaranteed by the floor-poor (now amounting to EUR 312), could be extended throughout the country, involving a greater number of families.
The third proposal concerns the financing new social safety nets , provided by the Jobs Act. In fact, in May will officially enter into force on the new social safety net Naspi: an unemployment benefit of one thousand euro for 24 months. The Government has already provided a loan of Naspi 2.2 billion, but this figure seems to be insufficient. The “treasure” serves to cover these dampers.
