The study, by Antonella Caiumi and Lorenzo Di Biagio, use a new model microsimulation based on tax returns of enterprises to analyze the impact of recent reforms of corporate taxation. In particular, we analyzed the effect of three measures: the enhancement Ace , which allows you to deduct from taxes the notional return of capital, the widest deductibility of labor costs’ Irap and new treatment of losses , introduced in 2011.
The share of beneficiaries of these interventions is higher for industrial companies and medium size, the business groups and those of the North Italy. In particular the intervention leads to Irap tax relief ‘significant’ for companies with low capital intensity while the Ace benefits mostly those capital-intensive and is, according to the authors, “the most effective measure to stimulate growth”. In general, the study shows that “the tax burden remains high for trade enterprises and small and medium” , while it is lower for companies that are part of groups.
