E ‘arrival in a tax bonus for the return to Italy of the “brains”, that is, highly skilled workers residing abroad. The Council of Ministers , receiving an indication of the Parliament , introduced a provision in the ad hoc delegated decree on ‘ international of the companies, back on tavolto government for second reading Friday, July 17. The incentive consists of a reduction 30% for five years of taxable income, recognized to all workers who over the last five years have been living outside the national borders, play their activities mainly in the Peninsula and are of a qualification for which is required a high degree and specialization .
The relief, part of the decree pointing aa reduce the bonds cross-border transactions and create a regulatory framework most certainly for investors, with the aim of promote at the tax return of Italians who, maybe trained in our universities, then they went to work abroad “impoverishing” the country of its human capital.
In reality this is not the first measure of this type: the fight against the brain drain going on for years, but has never been successful in reversing a trend exacerbated by the economic crisis. One of the first rules for encouraging the return dates from 2010 and was extended last Milleproroghe decree for the next two years. But this time the discount is larger and is directed quite particularly to highly skilled workers, while those in place since 2010 are also intended to students who graduated abroad.
